Should a practitioner of the Tao be politically active so as to fulfill their ideal of giving the world a Shangri-La? 

  Unless this person has the fate to be politically active, he or she shouldn't enter politics.  Entering politics is like a super devil going crazy. Common people have a very low level, so they are not able to listen to the ideas of Shangri-La which are being presented. People in politics are interested in power, money and fortune - in other words, things that can't raise a practitioner's level. It is very hard to be successful in politics or to achieve your political vision.
